Mayor Adams Launches NYC’s Office Conversions Accelerator

The COVID-19 pandemic didn't just reshape our work patterns; it affected city demographics and the urban landscape itself. According to a McKinsey study, from mid-2020 to mid-2022, New York City’s urban core saw a decline, losing 5% of its population. Moreover, with the increased adoption of permanent work-from-home policies by companies, the demand for office spaces faced a considerable downturn.

McKinsey’s research also suggests that the demand for office and retail space in leading cities will not return to pre-pandemic levels. Depending on the scenario, by 2030, the demand for office space could be 13% lower than 2019 levels for the median city covered in the study. In a more severe prediction, the demand might plummet by a staggering 38% in the hardest-hit cities.

In response to these dynamics, Mayor Eric Adams recently launched the Office Conversions Accelerator, an initiative designed to repurpose New York’s surplus office spaces. By bringing together representatives from different city departments, the program aims to streamline the transformation of vacant offices into much-needed residential spaces. The Accelerator’s objective is to produce 20,000 homes from these office-to-residential conversions over the next decade.

One notable advantage these changes bring is the potential for specific projects to progress as-of-right. This means faster conversions without the extensive approval processes, though an initial agreement from the City Council is still imperative.

As Deputy Mayor Maria Torres-Springer noted, “It makes no sense to allow office buildings to sit empty while New Yorkers struggle to find housing. By enabling office conversions, New York will reinvigorate its business districts and deliver new homes near jobs and transit.”
